There was a problem that no one had met before. Microsoft claims that Windows 8 loads so quickly (thankfully) that users may not have enough time to open the boot menu (i.e. press F8) before the computer boots up.
Chris Clark, Head windows commands User Experience published a statement on its blog that Windows 8 is able to boot in 7 seconds on personal computer working on solid state drive(SSD hard drive).
In earlier computers running XP, Vista, Windows 7 operating systems, users have enough time to press F2 or F8 to open the boot menu prior to PC POST. A boot menu is offered to the user with the option to launch diagnostic tools or download various devices. However, in Windows 8, the time period in which you have to press the F8 key is currently less than 200ms, which is 0.2 seconds, i.e. you need to press the key very often to get to this interval.
So now, Microsoft has been forced to offer Windows 8 users an alternative method in order to open the boot menu. In Windows 8, you will automatically be directed to the boot menu if Windows does not boot, including in situations where Windows thinks there is, for example, a faulty display driver. In all these cases, the user will automatically be directed to the boot menu.
However, you can also enter the boot options menu manually. This can be done from the advanced launcher under the " General settings computer." You can also enter download mode from the start screen: safe mode, boot, startup, BIOS, firmware and so on.
However, most users prefer to get the boot menu by pressing and holding the Shift key while selecting the reboot option. Microsoft stated that the main reason for adding this option is that the boot options should be available regardless of when the user turns on the computer. In earlier versions of the OS, when people were able to hit F8 during boot, they didn't have to boot to the start screen. Thus, Microsoft gives us several options to enter the boot menu.
Also, for console lovers, a command is provided to go to the boot options menu through the parameter command line"Shutdown.exe /r /o", where the "/o" flag means to open a menu of boot options.

In Windows 7, it was enough to press F8 just before the start of the operating system to get to the menu with additional boot options, from where you can already boot the operating system in safe mode.
For Windows 8 and Windows 8.1, some sources advise using the keyboard shortcut ⇑ Shift + F8 , which starts recovery mode, allowing you to boot into safe mode. However, the problem is that neither ⇑ Shift + F8, not just F8 often don't work.
On their official blog, Microsoft explains that this behavior is due to the very fast boot process. Steve Sinofsky said: Windows 8 has a problem. It loads too fast, so fast that you don't actually have time to stop loading it when you turn on your computer. The operating system simply does not have time to detect pressing the F2 or F8 keys.
If you have a modern computer with UEFI BIOS And SSD, it is unlikely that you will be able to interrupt the boot process by pressing the keys. On older computers with a classic BIOS and no SSD, pressing these keys still works.
Often, in order to solve certain problems that arise during the use of a computer, it becomes necessary to boot the operating system in safe mode or Safe Mode. Booting the operating system in safe mode will help restore its performance in case of damage or instability, and is also a prerequisite for performing many other tasks that inevitably arise during the operation of a PC.
In particular, booting the system in safe mode is necessary for the correct removal of traces of anti-virus software on the computer. If you want to completely remove from the system, for example, Kaspersky Anti-Virus, or any other anti-virus software, then without Windows boot in safe mode, you just can't do it.
So how do you get your Windows 8 or Windows 8.1 computer to work in safe mode?

On some computers, the key combination may work to enter Safe Mode: Shift + F8, however, for most users, this method of entering is likely to be useless.
And so, we will consider at least two ways that will allow us to boot our operating system in safe mode.
The first way is to boot the operating system in Safe Mode using Windows System Configuration (msconfig). This method is universal and is relevant not only for Windows 8 \ 8.1, but also for Windows 7, including earlier releases of Microsoft Windows. The first thing to do is using the regular Windows tool - "Run" to enter literally the following phrase: msconfig, as shown in the screenshot.
You can call this utility by pressing the Win + R key combination or, for example, using the context menu of the Start button (shown on the example of Windows 8.1).
In the "System Configuration" window that appears, select the "Boot" tab and check the "Safe Mode" item, check "Minimal", as in the image.
After reboot operating system will start in safe mode. You can make sure that your computer is really working in safe mode by the presence of a corresponding inscription in the corner of the screen, you will also immediately notice that the desktop icons are now displayed on a black background and look, like other elements of the environment, somewhat larger, due to the fact that the video driver is disabled (other drivers are usually disabled as well).
In order to exit safe mode, you must do the above steps in reverse order, that is, uncheck the “Safe Mode” checkbox that we previously set and restart the computer, otherwise the operating system will boot in safe mode cyclically (permanently).
The second method involves booting in safe mode directly using the interface of the Windows 8 and Windows 8.1 operating systems. In turn, there are two ways here, the first one: parameters (we hover the mouse pointer in the upper or lower right corner of the screen, you can also use the Win + I keyboard shortcut).
In "PC Settings" select "Update and Recovery".
On the left side of the screen, select "Recovery" and click "Restart Now" in the "Special Boot Options" section.
After the reboot, this menu opens.
This screen can be accessed using the shorter second option: open the settings (Win + I or hover over the right corner of the monitor), then hold down the "Shift" key, press the "Shutdown" button and select reboot. Go to the "Diagnostics" menu.
The next step is to select "Boot Options".
